It would be nicer if it would take the data out of the update repo, to have an installed system which is up-to-date. But i guess it also should not be that hard to change in the netinstall image to always use the update repository. Updates are sometimes buggy too, and could install a non-bootable system. If we cannot trust updates, why are we pushing them to users?
