Description:
Since Software Management allows users the option to save downloaded
packages, it would be nice to also give the option of installing a
saved RPM.

Business case (Partner benefit):
openSUSE.org: Suppose a user, by intent or otherwise, installs a new
version of a particular package that has become available in one of the
repositories. If the user decides revert to the previous version that
was saved from before, it may be convenient to select the old version
from Software Management, provided the package exists in the cache.

+ Does so not happening now? If i'm download some packages and press
+ Ctrl+C when zypper work, run zypper in again, packages will be
+ installed from cache.
