Title: Support all parameters to download_url in Web UI

Description:
Currently only the parameters for host and path can be specified in the service
parameters box. The workaround is to enter the protocol parameter into the text
of the service file.
Test Case:
In particular, there is no way to download
ftp://ftp.imagemagick.org/pub/ImageMagick/ImageMagick.tar.gz because the
service assumes http when no protocol is specified.
Business case (Partner benefit):
openSUSE.org: Some vendors, including ImageMagick, still publish their tarballs
on FTP servers.
