Description:
  Submit requests from packages where no maintainer state exists are not
  allowed. This is because only the maintainer knows about the state of
  the source in the package.
  We want to change this, to allow to create submit requests by
  everybody, but ask the maintainer via a review request to approve it.
  This means we need an extension for the review element to be able to
  specify a project and package as reviewer.
