This would be very useful on machine with no (or slow) connection to the Internet. If the download URLs are known, the packages can be downloaded on another computer and transferred on a removable media to the offline computer (and imported into the directory /var/cache/zypp/packages, from where they can be installed with Zypper or Yast).
