Description:
Up to 11.0, powersave-notify provided desktop neutral notification.
Since 11.1, there is no way, how daemons can notify desktop users about
fatal issues.
Examples:
smartd needs to notify about dying disc
nut and apcupsd need to notify about failing power (hal power
management cannot be used yet, as many UPS devices are not auto-
detectable, hal static-config-based prober does not exist yet, nut-hal
supports ony HID devices and apcupsd has no hal connector at all).

This should be added to a bakend like the HAL database so that desktop
applets can catch the information and show them to the user. We already
have something like this for "defective batteries" gnome-power-managar
shows to the user.

Virtual console may be another way to implement it:

But such simple implementation does not allow i18n.
