  Title: Integrate ReviewBoard in Buildservice

Description:
  ReviewBoard is a code change review system. It should be considered to
  integrate it to the openSUSE Buildservice infrastructure to ease
  collaboration. It might be an option that submit requests to packages
  can be handled in the review board.
