Description:
In YaST ncurses UI, even if the screen is large (more than 100
characters), do not use more than 79/80 width for displaying the frame
containing the release notes text.
Lines longer than 80 characters are hard to read.

I have discussed with Karl. The problem also exits for Qt. Therefore a
change in YCP layout is necessary. I have attached a suggestion for a
layout change in inst_release_notes.ycp. I have used `Empty and
`HWeight to add a margin at the left and right side of the text. This
approach works for Qt and ncurses. Karl agrees that a stretchable text
(width changes depending on total size) is better than a fix width.

Yes, at least, it looks better for normal use cases. The patch will
probably improve the readability for most users.
