Description:
Right now, packages which have a split lang package have "Requires: %
{name]-lang".
I think that in most cases, this requires is wrong and it should really
be a Recommends.
FWIW, one thing that is blocking to implement this for GNOME is that
the english help files automatically end up in the lang package, while
they shouldn't: https://bugzilla.novell.com/show_bug.cgi?id=449847

The -lang and bundle packages contain also en/C data files and/or
manuals. Or you sure that every application checks correctly for their
absence?

We certainly need to be careful and check for this kind of stuff.
