Description:
We have the request to support the membership management of opensuse.
org via users.opensuse.org. This require the following:
* Admin (can be defined via hard coded list for now) can enable a
"Membership Flag" for dedicated users.
* Users with Membership Flag can enter an email forwarding adress.
* Regular export of forwarding adresses for Boetti to support the new
forwarders.
