Description:
At least for http, zypp shouldn't download a file which already is
(unchanged) in its meta-data cache again. This will most probably need
to make the media back-end aware of the raw cache. Also, this feature
can be implemented keeping the rpm file caching in mind (FATE
#302159).

This can be fixed if we use Fetcher on commit and set the right cache
paths.
