It always depends. If you have to modify only 1-2 variables, a file with only this 1-2 modifications is much easier to maintain und gives you a much better overview over the changes than a file with 10.000 lines where you changed 1-2 variables.
Do we have editors that would load both files and present the admin with the actual configuration? If we don't, I see the proposal as worse that the current status.
