packages are not legally or quality reviewed by openSUSE, and are
signed by the OBS: private key

The Open Build Service is considered an output of the OBS Team, who
obviously contribute to the openSUSE Project, but that doesn't make
their work 'ours' in a legal sense.

I would be interested in seeing that change.
