The problem is that this affects non-core features of applications. A program can fail to do something and it is unclear that it is because some recommended package was not installed. For example, about a month ago there was a thread about a new line in /etc/pam.d/su using wheel failed because recommended package system-group-wheel was not installed. Disabling "Recommended Packages" can bite you back. Of course, an application could perhaps notice what is not installed and say so when trying to use a feature that needs it.
