I have said often that the installation should ask what type of computer it is, and if it is a laptop, it should change things, like installing systemd-timesyncd instead.
Normally a laptop does have a battery to keep the clock running [...]
However when such a system does not have such a clock [...]
This is also a nice example why every installer component needs an expert mode: There are always exceptions.
