for this to work, you need to start with definining what is a 'web server'. Does it serve pure static content? Does it understand scripting languages? openSUSE should not try to cater to 'all possible variations of needs' - We can't but fail at that, as we would probably get as many different variations of 'need' as we have users. for this specific usecase we have the lamp_server pattern. Is this a web server? yes. Can it do more than many users will want? yes. Is it a good starting point for most users that are not fully aware of what they want? yes. (many in the last category will follow some tutorials on installing this and that) Of course, in this case, the 'problem' is solved via a pattern. But still, with one pre-tailored to a specific recommendation.
