I use it to build SSL related XS modules in perl5 I use it to build claws-mail from git I use it to ... I use it a lot. I think that anyone building SSL related stuff on a development sytem will require libopenssl-devel

That is true
and unless you plan on building own code linked against openssl 1.0, you don't need this package on your system. (and if you do want to do that: reconsider :) )
