LSB is dead. There will be no new LSB version anymore. For a very long time, LSB was even completly removed from the linuxfoundation web sites. I doubt that there will ever be a new FHS version, too. Beside that /usr/share/rpm is ok according to FHS 3.0, no change of FHS is needed.
