Just follow the links :-) The bug mentions the submit request. In there it says "Request got declined, 5 months ago, Unless there is a need for static libs (and they be put into -devel-static), they should be removed."
The package itself is developed at https://build.opensuse.org/package/show/Printing/gutenprint and the latest submit request that went in was exactly fixing that issue: https://build.opensuse.org/request/show/479243 but it seemed no one ever submitted it again to openSUSE:Factory. The bot obs-autosubmit at least did not do this, I don't know why. So I just created a submission now: https://build.opensuse.org/request/show/514115

Well issue preventing Factory accepting is not resolved - static libraries are shipped without explanation and in incorrect subpackage . O see that their building was enabled when "- --disable-static " was dropped from configure parameters - reason for this change is not explained in changelog.
Ok, I would go with https://build.opensuse.org/request/show/514127 then :-) In this SR I suggest to remove the static libraries again.
