I don't know; it would probably be dependent on context. A "fixed in later release" is an unsatisfying possibility, even if it is accurate and informative. Some people may be running the earlier release for r4easons beyond their control and the bug may be a show-stopper. Or not, as the case may be. Context is Everything. I think any "one size fits all" global pasting is poor PR.
At the very least it will trigger mail to concerned parties that will see that the group is making an effort, even if somewhat belated. I think this is better PR than saying what amount to "we ignored you then and we still don't care".
I think you've hit the nail on the head here - better PR is what this need to be about, yes.
