I am currently seeing isos for Build 0270, and I'm downloading the DVD iso as I write this. Perhaps you are looking at a mirror that did not get updated.
There is: https://download.opensuse.org/distribution/leap/42.3-Current/iso/openSUSE-Le... from 14-Feb-2017 and: https://download.opensuse.org/distribution/leap/42.3/iso/openSUSE-Leap-42.3-... from 06-Jun-2017 so the repository ".../leap/42.3-Current/..." is not current but the repository ".../leap/42.3/..." is.
