Blaming this on "but you're doing it wrong" aka "packagers/users/whoever are too stupid to use systemd" is just too common wrt systemd topics. That's one reason why I stopped filing bugreports and just build fixed packages for my own systems.
as far as I understand it (perhaps I misunderstand it) it looks like a contradiction it itself - at least it seems to contradict how the openSUSE project is meant. Reasoning from my point of view: On the one hand I do fully agree that in general one cannot make the packager of a piece of software responsible for systemd issues that are related to that software, see my "Explanation and reasoning" in https://bugzilla.opensuse.org/show_bug.cgi?id=857372#c19 On the other hand I do not understand when someone who has sufficient knowledge about systemd to fix systemd related things in a particular package does the fix only on his own but does not contribute it to openSUSE via a submitrequest for that package. I think it is a wrong assumption and against the basic ideas behind how free software in general and the openSUSE project in particular is meant when free software users only file bugreports and then expect that "those guys at the other end" will "just fix" their issues. Of course free software users are free to file bugreports. What I think is wrong is the assumption that this alone will be sufficient to make real progress (regardless that filing bugreports alone can sometimes make progress). BUT: I also could fully understand when someone gives up to fix systemd issues in general for openSUSE and only makes it as he needs it in his particular case because I have my own long and painful experience while I tried to get a systemd issue fixed in general for openSUSE, cf. https://bugzilla.opensuse.org/show_bug.cgi?id=857372#c61 My most interesting finding during that time was that I got various kind of patronizing directives what I have to do from guys who claim to know about systemd. But each time when I asked one of them if he would maintain the systemd-related stuff for the openSUSE cups package I got a plain "no". This proves that someone who first and foremost wants that a piece of software works for SUSE and openSUSE users must not pay too much attention to what "systemd wisenheimers" may tell. What they tell may work for them according to their mindset but it may be inappropriate as general default, cf. https://bugzilla.opensuse.org/show_bug.cgi?id=857372#c135 FWIW: There are zero bugreports about systemd and CUPS in SLE12 and Leap which proves from my point of view that a plain and simple default setup for systemd related stuff in a package is usually "the right way", cf. https://bugzilla.opensuse.org/show_bug.cgi?id=857372#c148 and it is even in compliance with the traditional Unix KISS principle.
