I don't think so. It is just that "drop ins don't work as advertised or expected". You can only override a few things in drop-ins and the ones you can are not that useful. Blaming this on "but you're doing it wrong" aka "packagers/users/whoever are too stupid to use systemd" is just too common wrt systemd topics. That's one reason why I stopped filing bugreports and just build fixed packages for my own systems.
