You'll need to log out and back in. This is due to how the control
panel works, due to severe limitations on Qt's locale support (which
are, unfortunately, very hard to get it right and no one, except from
KDE, seems interested in fixing there).

thanks but this is AFTER LOGOUT. why would changing format (no mention of
language) change (half) the DE language? (in contradition to all other
settings)
