Only if you explicitly turn it on in the software selection screen of the YAST installer - everything else you mention seems to be a consequence of not doing this.
I'm not sure I know where that switch is. The prominent one is based on patterns, or only installed packages.

The DVD uses its own settings. After doing it you have to review the list of changed configs and undo or not. They get renamed to whatever.rpmnew or whatever.rpmorig.
