I am not having that problem (at present). Instead of ifdown/ifup, have you tried just waiting? If you wait, does the IPv6 address show up after 10-15 minutes? If that happens, take a look at bug 916956. I don't think the bug has been officially fixed, but it isn't happening anymore. I'm not sure why. I think it is a timing issue, and some other change as altered the relative timing. But perhaps that varies from computer to computer. The quick check whether it is the same problem, is to disable the firewall, reboot, and check whether the problem occurs. Apparently the firewall is started in two stages, and the first stage blocks IPv6 router announcements.
