That happens from time to time, just wait a few more minutes. You can look at VT7 to see that it's still trying to shut down, but some process is refusing to terminate (ususally it's something from KDE for me). Systemd will eventually kill it and power down.

Thanks, i did try leaving it (by accident) the first night as i had attempted to shut it down about 2 hours before i discovered it hadn't turned off.
