I've checked the since 10 years used setup and for me it looks like that the /usr/bin directory is not included (the comand "cyberjack" and also "pcsc_scan" are still missing).
the tool "cyberjack" is not included anymore from upstream. pcsc_scan is the recommended tool to check functionality but it was never included in this package. It's an extra package AFAICT. Actually moneyplex and my cyberjack reader still works fine on my 42.1 system with the upgrade installed from security:chipcard. I also have pcsc-lite 1.8.16 from that repo. So I cannot reproduce the issue on 42.1 and the missing tools do not explain why the driver should fail. As Tumbleweed does not work for me for ages within VirtualBox I'm not sure I can quickly check there.
