I remember the story as thus: Klaus packaged something and got it building in OBS for Fedora and openSUSE. The package was accepted in Fedora and rejected in openSUSE, asking him to use openSUSE-only macros in the spec file, which would break Fedora builds, which would increase the overall maintenance effort.
Exactly. That was where I finally gave up. I put a lot of effort into pushing SUSE-specifics into the upstream .spec but the Factory maintainers back then basically said "specs must be pure-SUSE".
