I just did what you said and here's the really weird part.
Ctrl+N works for New Message when the shortcut is not mapped to any action. But when I reselect the default shortcut again for New Message, it says:
"The 'Ctrl+N' key combination is already used by the New Message... action. Please select a different one."
So it won't allow me to choose the default shortcut, because it says the default shortcut is already in use.

I can confirm this for this system with Leap 42.1. My shortcut cntrl+N points to Nirvana in settings, but it works as expected if the focus is on kmail4 (here I have still kmail4). So I would guess it is the famous "it's not a bug, it's a feature"? Maybe it is by default attributed in kmail by the application and goes into conflict if set separately inside plasma?
