They are not.
MirrorBrain only redirects things with version numbers in them. That's also the reason why for repo-md in the update repo we use the checksum of the file as its path name and create symlinks. I guess we need to do similiar things with the packages file ;(
fwiw, from my location, central Indiana, the past 30 days or so connection and transmission speed have been quite iffy and I have a 50mb connection.
