ok, so based on this we now know: the pattern patterns-openSUSE-enhanced_base_opt recommends OpenPrintingPPDs, which is the start of the evil. OpenPrintingPPDs in turn recommends OpenPrintingPPDs-hpijs and OpenPrintingPPDs-hpijs then requires hplip. I'd say keeping OpenPrintingPPDs as a recommended package for the enhances base is probably ok (ok cups could recommend it, which would probably more logical), but then OpenPrintingPPDs should possibly only suggest the -hpijs package... One thing to check and make sure would work is yast detecting a HP printer and then properly asking to install the hplip package..
