Yes, I see that. I installed "rsyslog" but it didn't start. So I tried starting at the root command line and got the same error.
We need FACTORY version of rsyslog instead. It's a know problem of mixing with old rsyslog and newer json-c.
The idea and what I was discussing with coolo was to use rsyslog _and_ json-c from SLE12. I thought this was happening a few weeks ago?

Please check SR#330270 which back-ports a build fix that went into
Base:System/rsyslog a year ago and is now in upstream versions more
recent than 8.4.0.
