You can do that with the gnome-session inhibitor API mentioned in the last paragraph on that page. In fact, it looks like someone already wrote something similar to what you want: https://github.com/backloop/gendsession It's GNOME-specific, but I think KDE has similar mechanisms in KSMServer.
