zypper "dup" performs vendor changes while "up" sticks with a vendor. How does this matter with Tumbleweed? Have for example network:samba:STABLE as additional repository active. If you then call zypper dup all available packages from there might get pulled in if they are "newer" == have a version and release > than the installed one. Now it's up to you to consider again if zypper dup is the correct or the wrong approach. My answer as in so many cases is: it depends.
