These package versions have been kept at 4.11 upstream, so that's quite normal. Tumbleweed has 4.11.11 of these and not picked up the 4.11.12 update for whatever reason.

Why would this conflict with anything in Tumblweed?
I don't know. I've investigated because I had problems shutting down the system directly from KDE, but that seems to have been caused by a conflict in python-sip. Tumbleweed has 4.15.5 of that package, but it doesn't match with the API requirements of python-kde4, so I downgraded to the version from openSUSE-Updates.
You are pulling from the update channel of opensuse, right? This should "just work" properly here as well.
Then the two affected packages in Tumbleweed should simply be removed.
