Not really duplicate. libzypp is not only used by zypper, but also yast2-packagemanager iirc.
hmm, yes, but zypper itself also requires libzypp. I'd say, one definition is enough, isn't it? I'll take a look at cook up a patch if nobody objects.

If you write a patch, please add a comment to zypper.conf about moving the "installRecommends" preference to zypp.conf as "solver.onlyRequires" and add a sentence about this move to the rpm changelog for easier tracking.
