In the case #2, you can (by accident) reboot the system into an older state remotely (via ssh), but network does not start with RO root. That could be the problem.
If you are using the suggested method to achieve #2 (this is: "snapper rollback <number>"), then snapper will do everything for you, including creating a new RW snapshot and set this as the default for the next reboot => no risk to boot into an RO snapshot. This should work on the most recent 13.2 snapshot with btrfs. If not, it's worth a bugzilla in my view. so long - MgE -- Matthias G.
