Either a new tools subpackage should be created, or left as is. That an application needs qmlscene for runtime sounds broken (or not finished, at best)

Why not do, what šumski suggests: add a tools subpackage with qmlscene, and create a new package for cool-old-term, that depends on qtdeclarative-tools. The former can be SRed, when the latter is accepted in KDE:Extras..
