No, this is intentional as current Factory fails in update tests. You can check yourself from https://openqa.opensuse.org/tests/overview?distri=opensuse&version=FTT that the update tests fail like this: https://openqa.opensuse.org/tests/10051/modules/upgrade_select/steps/5 The bug is supposed to be fixed in yast2-update-3.1.16, which is tracked as https://build.opensuse.org/request/show/239070 If you want an updated grub2, you can get it from Base:System/openSUSE_Factory - or just download it from OBS.
