BTW, when maintaining a devel project I'm feeling like a fool between accepting and forwarding to factory a valid looking submitrequest and then getting an automatic decline by this factory-auto reviewer of I agree that this is a problem. Especially as the submitter of the original request doesn't even get notified.

Not so easily, no. E.g. it checks if the request is coming from a devel project - which will be almost impossible to achieve for XOrg requests ;) But that can easily be implemented and if a project agrees to have all requests reviewed to comply with factory policies, they can add the reviewer.
