"List all services" is ambiguous. It may mean "list all services currently known to systemd" as well as "list all service definitions that could be used". It will become even more so in the future when systemd will support creation of transient, run-time, services. The command shown (systemctl list-units) will show the former. While to see all unit files you use list-unit-services.
