One of these is the patch that updates KDE 4.11.5 on 13.1. After installation of KDE 4.12 it triggers again because it doesn't seem to check for any later version of KDE. The others are triggering again because they also check for the build version and the packages in Tumbleweed actually have a lower build number. So zypper / PackageKit figure that they should install these patches from openSUSE Updates, after which they'd decide to install KDE 4.12 again from Tumbleweed, ad nauseam – until you lock these out.
I can't duplicate this here, how are you updating? You have to use: zypper dup to use Tumbleweed, with no priority differences for any repo or anything else odd.
