no, we do track already bugs in package sources. We do parse the .changes files, eg check osc api /source/openSUSE:Tools/build?view=issues These are of course only bugs which are already handled to some degree, because they are mentioned in the sources.
In fact we'd want it removed on checkin.. so osc rq accept should have the logic that bugs, that are mentioned in the .changes, should be removed again...
We do track bugs, which we want to solve in _patchinfo files. They exist usually in maintenance projects to define what needs to be fixed. But it does not depend on concrete packages, because it is often enough not clear in which package the fix must be applied.
