Sooo, the solution is simple, if you want your stuff not getting broken as nobody know what you have, submit your changes to Factory and don't keep them to yourself :-) Devel projects are packages on the way to Factory anyway ;-)
Well, that is not necessarily true and maybe that needs to change. If we had all of devel:lang:* packages in factory we'd be way over the 6800 mark. What happened over time is that packages that people do not care to maintain in Factory have migrated to Devel: projects as an indicator of "good enough" i.e. a step above a Home: project. So maybe we need to get back to the original intend, things that are in a devel project are on their way to factory or are already in, with some time limits. Following this train of thought would leave a lot of packages "home less" and thus we'd have to create yet another layer, that I am not certain would actually be productive and helpful. Anyway, the point is that we are far away from the original intend of devel projects and we need to recognize this fact. Later, Robert
