13.1 was split from factory a couple weeks ago. Factory already has post 13.1 SRs in it, so I assume you want to stick to the 13.1 repositories if 13.1 is what you want.
Yes. If you want to use 13.1 please just use what zypper has by default, ie http://download.opensuse.org/distribution/13.1/repo/oss. That is currently a redirect to factory-snapshot but that is just an implementation detail that might change at any point in time.
