The net installer doesn't include the packages, but only the installer. The packages in the 13.1 repo are newer than beta 1. Which is a special case, normally the 13.1 repo would only have the release snapshots.

Yes. Assuming you're using the 13.1 OSS repository configured by default. And haven't added certain other repos turning your system into a bastard. Run 'zypper lr -u' to see what repo URL(s) you're using.

4. If I send a bugzilla, what do version we put? NET-Build0725, 13.1 beta 1 or perhaps 13.1 beta 1 duped <date>
You should probably state that you're running the latest snapshot from the 13.1 repo.
I get the feeling that unless we all stick with the actual 13.1 beta 1 then any bug would be almost impossible to reproduce as we'd all be starting from a different point.
