Well, to some extent we are not able to maintain them. Taking ISDN as an example: To test the module (and the full stack), you need an ISDN modem, an ISDN line. Otherwise, you can make sure that the module builds, you can check that it writes some data, but you have no way to check that it is actually any useful. It makes a lot of sense if a module is maintaned by someone, who has access to (or, even better, actively uses) the specific hardware or sevice. Otherwise, we don't even find if it breaks down due to changes in underlying system.
