Actually, only sometimes not. Long ago I made a habit of ensuring relevant
initrd-related packages and package system packages get done first:
zypper al kernel-desktop
zypper ref
zypper in zypper libzypp rpm glibc udev mkinitrd perl-Bootloader
yast2-bootloader aria2 curl wget
zypper dup
zypper rl kernel-desktop
zypper dup
