They are rebuild whenever their build dependencies change - which is often. And if build-compare does not catch it, they are synced out.

Hi Christian, if you want to get more information which is causing this: in zypper, when asked to "Continue? [y/n/?] (y):", press "d" (for details), which will give you a list of packages to be updated, including repository information and version numbers of the old and new packages (Hint - this would be useful for anyone trying to debug this). Now go to the OBS, select the appropriate project (KDE:Release:49, KDE:Distro:Factory?) and package, fetch the build log and, starting from the tail, look for compare. Every mismatch (which causes the new package to by synced out) will be shown there.
